Captain’s Comments:
Violent Crime and Property Crime numbers have improved in the past two weeks. Violent Crime improved from up 6% to up only 1% year to date. Property Crime improved from being up 39% to now up 29% year to date. While both numbers are a marked improvement we have a long way to go to get to a negative number which shows a decrease in crime. Hopefully, the last two newsletters which gave tips to avoid being the victim of a crime helped educate the public and contributed to the decrease in the crime numbers. In addition to the tips in the newsletter, Northern Station has a number of Public Service Announcement’s (PSA’s) with more information on crime trends and how to avoid being a victim of a crime. The links are below in this newsletter and I encourage you to view these short YouTube videos for further information. Northern Station continues to conduct Traffic Enforcement and Traffic Education programs on a weekly and daily basis. During the last two weeks of this month, Northern Station Officers will be conducting Traffic operations in the area of Post and Van Ness and Larkin and Sutter to address pedestrian right-of-way violations. During these operations, officers will be looking for violations by vehicle operators as well as bicyclists and pedestrians. Please be cognizant while in these areas, as well as all areas of the Northern District, to help reduce collisions involving pedestrians.

NOTES AND EVENTS OF INTEREST FOR MARCH 2013
The Line-Up is a crime prevention tool that allows the public to get involved through social media. The goal is to get the public involved in solving cold case files by watching and identifying video surveillance of suspects committing crimes. Contact information will be listed on the site and the public can be anonymous if they choose. The San Francisco Police Department will be releasing one video per week of suspect(s) involved in a criminal act. Remember, you have the power to make a difference in our community. Be a crime fighter and help us in identifying these criminal.
San Francisco Police Foundation The SFPD is involved in many types of community events, and actively participates in a variety of philanthropies. Groups are always asking the department for donations of money or to provide some level of involvement in their activities. We recently started the San Francisco Police Foundation to help with the funding of many of these requests. Monthly Public Safety Meeting
The next Monthly Public Safety meeting will be held MondayApril 1st at 7:00PM. The meeting will be at the KoreanAmerican Center located at 745 Buchanan St. Lisa Hoffmann of the Department of Emergency Management will be speaking about the role of DEM and will provide tips to the community when calling DEM on a crime issue.

**The officers of Northern Station work hard each and every day to keep the streets safe for everyone. They are making some excellent arrests. Here is a small snapshot of what they are doing. I encourage you to log on to the SFPD website and under ‘compstat’ you will find a link to ‘crime maps’ that will provide very timely crime information and a greater accounting.

Driving Under the Influence, Driving with no License Issued Arrest, 3/01/13 7:52Pm 1000 block of Van Ness
Officers received a call for service regarding a possible drunk driver who had just crashed into two parked vehicles. The officers responded to a parking lot where they found a male in the driver’s seat of a pickup truck. The officers were directed to him by witnesses who had watched as he repeatedly stuck several parked vehicles in the garage. The officers removed the male from the driver’s seat and detained him. The subject had bloodshot watery eyes, slurred speech, and an odor of an alcoholic beverage on his breath. The caller told police that he was in front of the truck when it pulled into the parking garage. The truck was swerving and the
driver had trouble getting the parking ticket from the machine. The driver got into a verbal altercation with the parking lot attendant, and then the subject pulled into the lot at a high rate of speed. Officers searched for the reported damaged vehicles; with negative results. The officers attempted to have the subject perform field sobriety tests. The subject was unable to perform the tests. The subject was placed under arrest and transported for a breath test. The subject tested approx, four times the legal limit. Officers booked the male at County jail. The officers and caller may have prevented a fatal accident that night.

3/1/13, 6:04 Pm 2200 Block of Van Ness Ave. Robbery of Commercial Establishment, Poss. of Stolen Property, Conspiracy Arrest,
Officers responded to the above area regarding a citizen call of a robbery which had just occurred. The caller told dispatch that a subject had a gun and jumped over the front counter of the business. Officers arrived and spoke to the victim. The victim gave a description of the subject to police who relayed that information to the assisting officers. The officers made sure that the victim was uninjured as they took her statement. The employee told the officers that she was working the front counter by herself when the subject came in. The subject jumped over the front counter and pointed a silver handgun at her, demanding “give me the money”! The victim was in fear for her life. The subject opened the cash register and took the money from inside. The subject stole the victim’s cell phone, bank deposit envelope with cash, and ran out the front door. Officers were able to track the cell phone for a few minutes until the subject turned the phone off. Officers saw what appeared to be hand/fingerprints on the counter where the subject touched as he jumped over. They recovered video evidence of the incident. Around five minutes after the incident Northern Station plain clothes officers saw a subject nearby that matched the description of the subject. They detained the subject and had the victim driven out to possibly identify him. The “cold show” was positive. The victim stated, that’s him, I recognize him by his face and body structure”. The subject was booked at Northern Station.

Burglary, Possession of Stolen Property, and Resisting Arrest, 03/03, 3:00 pm, Lyon/Greenwich St.
Officers responded to a call of a burglary in progress in the area of Greenwich and Lyon. The caller stated there was a woman in the house they did not know. When the officers arrived they were told by the owner of the home that the female was still in the house and she had a shotgun. The officers immediately set up a perimeter around the building. The officers attempted to get the suspect to leave the apartment but she refused. At one point, the suspect could be seen in the window holding the shotgun. The officers requested further assistance and hostage negotiators and the Specialist Team responded. As units were preparing to take action, the suspect walked out of the apartment with a hatchet in one hand and a shotgun in the other. Officers were able to get the suspect to drop the weapons. The suspect was taken into custody and transported to the hospital. The suspect was later booked at County Jail for several felony violations.

Shoplifting Arrest, Possession of Stolen Property, 03/04 3:30pm, 500 blk of Hayes St:
Officers responded to a theft at a local business. The manager of the store was chasing the suspect who had stolen clothing items from the store. Officers quickly responded to the area and searched for the suspect and located him nearby. The manager told the officers he had chased the suspect after discovering he had taken items from the store when he was in the back stockroom. When the manager confronted the suspect, he was holding clothing items that were taken. The suspect was taken into custody and placed under arrest.

Narcotic Arrest: 03/05, 0030 hrs, Vallejo/Franklin St:
Midnight Officers were working a plainclothes detail when they saw a vehicle that was parked illegally. The vehicle was occupied by a male and female. The officers made contact with the occupants. At this time they noticed a bottle of alcohol, in a bag, on the passengers lap. The passenger quickly put the bottle on the floorboard. The passenger told the officers there was weed in the bag and they were planning on smoking it. The passenger gave the officers the bag at which time the officer looked in the bag and found cocaine and marijuana. The passenger was placed under arrest. The driver was identified and was released at the scene. During a search of the vehicle, officers located more suspected cocaine. The suspect was booked for narcotic violations.

Attempted Robbery with Force Arrest, Conspiracy and Battery Arrest, 03/05. 8:00 pm, Eddy/Laguna:
Northern housing officers viewed a video of an attempted robbery that occurred in February on a MUNI bus. The officers were able to identify one of the subjects that committed the robbery. The officers went out on patrol and during the course of their day; they observed the wanted subject at the corner of Eddy/Laguna. The officers placed the juvenile under arrest. The juvenile was booked on several felony charges and taken to Youth Guidance Center where he was booked.

Malicious Mischief/Vandalism Arrest and Warrant Arrest: 03/06, 8:20 pm, Post/Larkin:
Officers were dispatched to the area of Post/Larkin regarding a suspect “hacking” trees, outside of a local business. The owner called the police. The officers made contact with the owner who told them two subjects came in the store and were acting suspiciously. They left the store and one of the subjects pulled out a large knife and “hacked” at the tree in front. The owner then pointed out the suspect to the officers. The subjects were detained and the knife was located on one of the subjects. Both subjects were placed under arrest. One subject had an outstanding no bail warrant and the other was booked on felony vandalism charges.

Threats against an Officer Arrest, Parole Violation and Aggravated Assault Arrest, 03/07, 2:05 pm, Larkin/Olive:
An officer was patrolling the area of Polk and Larkin when he observed a subject sitting on the sidewalk in the alley. The subject had a needle in his hand and was “shooting up.” The officer made contact with the subject who told him he was on parole. The officer asked for his name when the subject became extremely confrontational with the officer. The subject threatened to kill the officer by shooting him. The officer requested additional units to the scene when the subject took a fighting stance with the officer. When the other officers arrived the subject was taken into custody without further incident. A computer check showed the subject was on active parole. When at the station the subject told the officers he would never forget their faces and that he was going to boil the officers faces in acid. The subject also spit at the officers as he continued to threaten them and yell obscenities at them. The subject was booked on a felony threats charge and a parole hold was placed on him.

Driving with no Drivers License Arrest, 03/09 11:30 pm, Larkin/Post St:
Officers were on patrol when they observed a vehicle driving the wrong way on Larkin Street. The officers stopped the vehicle and made contact with the driver. The driver never had a California driver’s license issued to him. The officer issued the driver a citation for the violation.

Warrant Arrest, 03/10 12:30 am, Fell/Octavia Street:
Midnight officers were on patrol in the area of Patricia Green Park, when they observed a subject sleeping in the park. The subject was under a play structure in the children’s area of the park. The officers made contact with the subject, identified him and then ran a computer check. The subject was wanted on an outstanding no bail narcotic warrant. The subject was placed under arrest and booked.

Robbery, Possession of Stolen Property and Conspiracy Arrest, 03/08, 1:30 pm, McAllister/Van Ness Ave:
Officers responded to the area of Golden Gate Ave and Hyde regarding a victim who was following suspects who had robbed her. The victim said she was on the bus when the suspects got on the bus and pushed her out of the way. The victim said one of the suspects put her hand into her purse and took her wallet. The suspects got off the bus and the victim followed them as she called 911. When the officers met the victim, she pointed out the suspects and they were placed under arrest. The officers recovered the victim’s wallet. Both the suspects were placed under arrest and booked on several felony charges.

Burglary-Non Residential, Probation Violation and Possession of Burglary Tools Arrest, 03/14, 3:45 am, Franklin/Hickory;
Officers responded to a call of a possible burglary in progress. The caller was from Sonitrol (Alarm Company) and they told dispatch that they could see someone in the building via there live camera feed. Numerous units responded to the scene and quickly set up a perimeter around the building. One of the officers located a door that appeared to have been pried open. As the officers were establishing the perimeter the suspect walked out of the building. The subject was immediately detained by the officers. Other officers on the scene conducted a building search to make sure there were no more suspects in the building. During the search, officers located several burglary tools that belonged to the suspect. The officers found several doors in the building that had pry mark damage to the doors. The officers were able to apprehend the suspect before he could steal anything from the building. The suspect was also on felony probation for burglary. The suspect was booked on numerous felony charges and a probation hold was also placed on him.

Domestic Violence Information The San Francisco Police Department’s Special Victims Unit (SVU) is a centralized police investigative unit located at the Hall of Justice- 850 Bryant Street, Room # 500. A staff of inspectors at the SVU reviews 350 to 400 incident reports of domestic violence each month.
The SVU investigates all felony arrest cases involving abuse committed against any person, who is a spouse, former spouse, cohabitant, former cohabitant, in a current or former dating relationship, in a current or former engagement, or have a child in common. This includes boyfriend/girlfriend and same sex relationships. The SVU also investigates elder abuse cases (neglect and physical) and stalking cases.
All non-arrest reports are also reviewed by the SVU. The SVU Inspectors telephone every victim in an attempt to advise her/him about follow-up procedures and referrals. A message is left if voice mail is available. It is important to note that attempts are made to contact all victims in every domestic violence, elder abuse and/or stalking case. Likewise, no SFPD domestic violence report is “just filed”. All reports are reviewed; computer checks on alleged suspects for parole/probation violations are completed; victim notifications are conducted and the results of all of the work are logged. The SVU works closely with Victim Services, Adult Protective Services, and Safe Start l. If you are a victim or know someone who is a victim of domestic violence, please contact the SFPD’s Special Victims Unit at 415.553.9227. In an emergency, dial 911. Please be safe and remember that reporting domestic violence doesn’t just assist the victim but the victim’s family as well.

SF Police Activities League Is an organization that runs programs for youth to include: the Junior Giants, Seahawks football and cheer, police cadet training, basketball teams, boxing training, soccer teams, etc. Chances are that if you grew up in San Francisco at some point you played a sport for a PAL team. Emergency Preparedness: How would you survive for 72 hours? In a major disaster it may be 3 days until vital services are restored. Visit: www.72hours.org for more information. EARTHQUAKE SAFETYTIPS
During the Earthquake:   If you are indoors, stay there. Quickly move to a safe location in the room such as under a strong desk, a strong table, or along an interior wall. The goal is to protect you from falling objects and be located near the structural strong points of the room. Avoid taking cover near windows, large mirrors, hanging objects, heavy furniture, heavy appliances or fireplaces.  If you are cooking, turn off the stove and take cover.  If you are outdoors, move to an open area where falling objects are unlikely to strike you. Move away from buildings, power lines and trees.  If you are driving, slow down smoothly and stop on the side of the road. Avoid stopping on or under bridges and overpasses, or under power lines, trees and large signs. Stay in your car.
After the Earthquake:  Check for injuries if needed, help ensure the safety of people around you.  Check for damage. If your building is badly damaged you should leave it until it has been inspected by a safety professional.  If you smell or hear a gas leak, get everyone outside and open windows and doors. If you can do it safely, turn off the gas at the meter. Report the leak to the Gas Company and Fire Department. Do not use any electrical appliances because a tiny spark could ignite the gas.  If the power is out, unplug major appliances to prevent possible damage when the power is turned back on. If you see sparks, frayed wires, or smell hot insulation turn off electricity at the main fuse box or breaker. If you will have to step in water to turn off the electricity you should call a professional to turn it off for you.
311 Customer Service Center: What is 311? 311 is a toll free, NON-EMERGENCY phone number that the public can call to access information about government services. A live customer service representative will be available 24 hours a day, seven days a week, and 365 days a year. The service is available to both wired and wireless customers. Wireless customers should call (415) 701- 2311. 311 employees will be able to provide translations services in more than 145 languages and dialects and will employ a diverse staff of customer service representatives. Once your complaint is logged you will be given a tracking number to follow up on at a later date. Additionally, 311 are set up to accept calls from the hearing impaired by utilizing a TTY System. Note: 3-1-1 now has a victim’s services website: http://sfvictimservices.org for more information.
How does 911 work on cell phones in San Francisco? If you are on surface streets in San Francisco and dial 911, your call will be answered by the San Francisco Department of Emergency Management. Once the San Francisco Department of Emergency Management determines what emergency services are needed, they will then process your call.
If you are on a freeway in San Francisco and dial 911, your call will be answered by either by the San Francisco Department of Emergency Management Services or the California Highway Patrol Dispatch Center. Regardless, your 911 call will be routed to the proper emergency agency, the San Francisco Police Department, the California Highway Patrol, or the San Francisco Fire Department, including ambulance service.
