Captain’s Comments:
April is “Distracted Driver Awareness Month.” Distracted driving includes talking on a cell phone while driving,
texting on a cell phone while driving, and any other distracting conduct that diverts the driver’s attention from driving to
some other activity. During the month of April, law enforcement agencies will be conducting enforcement and education
for distracted driving. The San Francisco Police Department and Northern Station will participate in the campaign and
enforcement.
During April, officers from Northern Station will be enforcing distracted driving violations while on patrol and during
specific targeted operations. Please be aware that distracted driving is a violation of the law and is a contributing factor to
collisions where many people are injured or killed. Please don’t be that distracted driver our officers focus on for distracted
driving or worse, becomes responsible for a collision due to distracted driving.

 NOTES AND EVENTS OF INTEREST FOR APRIL 2013
 The Line-Up is a crime prevention tool that allows the public to get involved through social media. The goal is to get
the public involved in solving cold case files by watching and identifying video surveillance of suspects committing
crimes. Contact information will be listed on the site and the public can be anonymous if they choose. The San
Francisco Police Department will be releasing one video per week of suspect(s) involved in a criminal act.
Remember, you have the power to make a difference in our community. Be a crime fighter and help us in
identifying these criminals. The weekly videos can be accessed at the sf-police.org website and by clicking on the
“line-up” icon at the bottom of the first page.

San Francisco Police Foundation
The SFPD is involved in many types of community events, and actively participates in a variety of philanthropies. Groups
are always asking the department for donations of money or to provide some level of involvement in their activities. We
recently started the San Francisco Police Foundation to help with the funding of many of these requests. If you would like

Note: The Northern Station Police Community Relations Forum is held the second Thursday of
each month. We meet again Thursday, April 11, 2013 at 6:00 pm in Northern Station’s Community Room.

Monthly Public Safety Meeting
The next Monthly Public Safety meeting will be held Monday April 1st at 7:00PM. The meeting will be at
the Korean American Center located at 745 Buchanan St. Lisa Hoffmann of the Department of
Emergency Management will be speaking about the role of DEM and will provide tips to the community
when calling DEM on a crime issue.

**The officers of Northern Station work hard each and every day to keep the streets safe for
everyone. They are making some excellent arrests. Here is a small snapshot of what they are
doing. I encourage you to log on to the SFPD website and under ‘compstat’ you will find a link to
‘crime maps’ that will provide very timely crime information and a greater accounting.

Hot Prowl Burglary, Unlawful Entry Arrest, 3/16/13 6:55 Am Unit Block of Retiro
Officers responded to a hot prowl burglary (burglary occurring with the resident in home). The caller told dispatch that the subject
had left the house. The caller gave a good description and direction of travel. Officers were able to detain the male moments later.
The caller was able to positively identify the subject as being the same person that broke into his house. The caller said that he woke
up to find the subject opening the door to his apartment bedroom. When he got out of bed, the subject fled out the apartment front
door. The caller stated that some small electronic items had been moved towards the front door by the subject, and he believes that in
the subject’s haste to leave the apartment he forgot to take the items with him. The subject was booked at Northern Station.

Convicted Felon, Carrying a Concealed Weapon, Drug Offense Arrest, 3/21/13 4:38 Am 700 Block of Ellis St.
Officers responded to the above area regarding a person ringing doorbells. Upon their arrival, the officers were able to locate a subject
and detain him. The subject said that he is currently on parole with a search condition out of Oakland CA. The officers confirmed the
information provided via dispatch. The officers searched the subject and located a working “stun gun” is the subject’s pocket, which
is not allowed by law for a convicted felon to possess. The officers also discovered various illegal narcotics pills and marijuana in the
subject’s pockets. The officers arrested and transported the subject to Northern Station where he was later booked. A field test for the
drugs tested positive.

Street Robbery W/ Force, Aggravated Assault W/ Force, Terrorist Threats, Possession of Stolen Property, Local SF Warrant Arrest, 3/21/13 4:00 Pm 300 Block of Fulton St.
Officers responded to a report of a Robbery in the above area. Prior to the officer’s arrival to the victim, assisting plain clothes officers
had detained a subject that matched the description provided, who was fleeing from the area of the robbery. The reporting officers
found the victim who was sitting on the ground bleeding from a large cut to his lip. The officers saw that the male was very
disoriented and called for medical assistance. The older “victim” could not remember what had happened to him, but he told the
officers he was missing his cell phone. The victim was unable to answer basic questions from the officers. An officer accompanied
the victim to SFGH where he was treated. After the victim recovered, one officer took several photos of the victim’s injuries and got
his statement. Officers got in contact with the person who called 911. They said that they were watching from a nearby location. The
caller said that they had witnessed a verbal argument between the victim and subject. At one point the subject punched the victim one
time in the face, causing the victim to fall to the ground. The caller knew the street name of the subject and provided that to the police.
The caller was transported to the subject and was able to positively identify the subject as the same person the punched the victim and
possibly stole his phone. Officers spoke with another witness. This second witness was a short distance away. He saw the subject
punch the victim and the victim fell to the ground hitting his head on the concrete. The subject noticed the witness watching him and
said “Do you want me to do the same thing to you”. The subject fled the area. The second witness was also certain the police had the
correct person detained. The subject was transported to Northern Station where he was booked on the above charges.

Robbery, Street or Public Place, W/ Force, Aggravated Assault W/ Force, Conspiracy Arrest, 3/22/13, 8:00 Pm Unit Block of McAllister St.
Plain clothes officers retain a good working knowledge of criminals in the Northern District. They were investigating a robbery that
had occurred earlier in the week. The officers were able to positively identify the subject that committed the robbery. They began to
check areas where the male frequents. They saw a car that was registered to the subject’s mother. As they approached the car, the
officers saw that the suspect was driving the car. The officers were able to take the subject into custody without further incident. The
subject was booked at Northern Station.

Burglary, Apartment House, Unlawful Entry, Possession of Stolen Property, Malicious Mischief, Vandalism to Vehicle, 3/22/13
2:55 Am 1500 Block of Vallejo St.
Officers responded to the above area regarding a person breaking into an apartment building. While the officers were en route,
dispatch stated that the subject was outside the caller’s apartment hitting a vehicle with a hammer. Assisting officers quickly had the
male detained. Officers met with the caller who told them that he came home at approximately midnight to find the subject moving
items out of the building and to the sidewalk. The caller said that he had never seen the subject before and did not believe the subject
was a resident in the apartment building, as he had never seen the subject before. The caller said that he watched as the subject took a
bicycle from the apartment building and threw it into the street. The subject went back in the building and again came out wielding a
hammer. The caller said that the subject pounded on his apartment door with the hammer. The caller said that he watched as the
subject went outside and hit a random parked vehicle with the hammer. Officers were able to contact the owner of the car, and
determine who owned the property that was being stolen and or damaged by the subject. Officers determined the front door to be the
point of entry for the burglar. Officers arrested the male, photographed all damage and stolen property, and transported the subject to
Northern Station. The subject was booked at Northern.

Vehicle Burglary, Possession of Burglary Tools, Conspiracy, Probation Violation Arrest, 3/23/13 10:17 Pm Post/Franklin
Plain clothes officers in an unmarked vehicle were patrolling the above area. They have made numerous auto burglary arrests in the
area, and know from their experience that auto burglaries occur in this area 24 hours a day. The officers saw two males that appeared
to be casing vehicles. The first subject was using a flashlight to look inside vehicles. The second male was looking in all directions
and when a vehicle or other person approached he would alert the first subject, who would stop looking into the cars and walk away.
When the area was clear of individuals the subjects would peer into vehicles again. The officers began conducting surveillance on the
subjects. The officers watched as the first subject pushed against the window of a parked car. The subject grabbed a bag from the
back seat, went through it removing some items and threw it back into the vehicle. Both subjects ran to another car which was parked
nearby. The officers stopped the vehicle without incident. The officers took three subjects into custody, including the “get away
driver”. The officers knew all three subjects from past arrests. The subjects were on probation with search conditions. A search of
the vehicle revealed flashlights and window punches as well as small electronic items and new brand name clothing. The flashlights,
and window punches are commonly used to commit auto burglaries. Officers searched the area for vehicles that appeared to have
been broken into. They located several. The officers were able to contact the owner of the car that they observed get broken into.
The owner said that no one had permission to enter his car or steal items. The owner also stated that his car was locked and secure
when he left it earlier that night. The subjects were arrested, transported to Northern Station where they were booked into custody.

Commercial Robbery W/ Force, Battery with Serious Injuries, 3/24/13 12:38 Pm 1500 Block of Fillmore St.
Officers responded to a clothing store regarding subjects that attacked the shop owner. Upon the officer’s arrival, they discovered that
4 subjects entered the shop. One subject brought three items into the dressing room to try them on. When the subject came out, she
had only two items. The subject removed the price tag and wore the clothing item. The subject then attempted to walk out the front
door not paying for the shirt they put on. The store owner attempted to stop the subject. The subject stated “Don’t block me or you
are gonna get hurt”. The subject punched the store owner (victim) one time in the head, and walked out the door. The subjects got on
to a MUNI bus and attempted to leave the area. Officers were able to stop the bus and detain several persons that matched the
description. Officers performed a “cold show” and the several witnesses and victim identified the subject in the battery/robbery. The
uninvolved subjects were released (per 849(B) PC), and the battery subject was transported to and booked at Northern Station.

Aggravated Assault W/ Force, 3/24/13 2:35 Pm Geary/Larkin
Officers responded to a call of a battery that had just occurred. Dispatch advised that two male subject had just knocked a female to
the ground, and then fled the area. The officers arrived and found two victims, a male and a female. The officers called for SFFD
medics, as the female had a lump on her left temple and skinned elbows. The male victim had numerous marks and scratches on his
face, arms and hands. The female said that she had been punched in the face by a man and that she may have gone unconscious for a
few seconds. She told officers that she was walking on Polk Street with her boyfriend when two males said something “crude” to her.
She responded by using a finger gesture to the men. One of the subjects punched her one time in the face. The victim’s boyfriend saw
this and attempted to defend his girlfriend. The two subjects repeatedly punched and kicked him, then fled the scene. Assisting
officers were able to detained two subjects that matched the description nearby. The officers performed a cold show. The female
victim stated, “That’s the guy! That’s the guy who hit me!” The male said “Those are the guys that attacked us!” The subjects were
transported and later booked at Northern Station.

Vehicle Burglary, Possession of Burglary Tools, Possession of Narcotics Paraphernalia Arrest, 3/25/13 3:27 Pm Jackson/Franklin
Plain clothes officers were working in an unmarked vehicle. They assisted uniformed officers in a call for service regarding a possible
auto burglary in the above area. As the plain clothes officers arrived, they were directed by the caller to a male who was briskly
walking from the area. The caller pointed out a possible victim vehicle. The Subaru had a shattered rear window and the caller
witnessed the subject rummaging through the car. The plain clothes officers quickly had the male detained. The caller said that the
subject was attempting to remove the car stereo using a nail clipper. He could not get the stereo, and the caller dialed 911. The
officers were able to contact the owner who responded to his car. The owner said a few things had been taken from the car and there
was new damage to the frame around his car stereo. Officers searched the subject and found a “crack pipe”, a nail clipper and some
items that may have stolen from other vehicles. The male was transported to Northern Station where he was booked.

Stolen Vehicle, Possession of Stolen Property, Driving with no License, Probation Violation Arrest, 3/26/13 1:26 Pm Polk/Post
A recruit officer was on routine patrol with her field training officer when she spotted a possible stolen vehicle. She confirmed that
information via a computer check. The FTO was able to get behind the car, and attempted to stop the car. As the officers attempted to
pull the car over, it accelerated and made numerous vehicle code violations. Because of the amount of traffic, the vehicles being near
a construction zone, and the speed and disregard for the safety of others that the suspect vehicle was showing, the FTO did not pursue
the stolen car. A plain clothes officer, who was in the area, saw the car about ten minutes later. The officer saw the car come around a
corner at a high rate of speed, and pull over. The two occupants got out of the car and attempted to run from the car. The plain
clothes officer was able to detain them, without incident. The original officers came to assist. They were able to positively identify the
subjects as the occupants of the vehicle as it fled. They knew which subject was driving and which was the passenger. The officers
asked the driver for her license, and it was determined the license was not legitimate. The license was photo shopped and fraudulent.
The driver was transported to County Jail where she was booked. The passenger was released per 849 (B) PC. The vehicle was released to its owner.

Domestic Violence Information
The San Francisco Police Department’s Special Victims Unit (SVU) is a centralized police investigative unit located at the
Hall of Justice- 850 Bryant Street, Room # 500. A staff of inspectors at the SVU reviews 350 to 400 incident reports of
domestic violence each month.

The SVU investigates all felony arrest cases involving abuse committed against any person, who is a spouse, former
spouse, cohabitant, former cohabitant, in a current or former dating relationship, in a current or former engagement, or
have a child in common. This includes boyfriend/girlfriend and same sex relationships. The SVU also investigates elder
abuse cases (neglect and physical) and stalking cases.
All non-arrest reports are also reviewed by the SVU. The SVU Inspectors telephone every victim in an attempt to advise
her/him about follow-up procedures and referrals. A message is left if voice mail is available. It is important to note that
attempts are made to contact all victims in every domestic violence, elder abuse and/or stalking case. Likewise,
no SFPD domestic violence report is “just filed”. All reports are reviewed; computer checks on alleged suspects
for parole/probation violations are completed; victim notifications are conducted and the results of all of the work
are logged. The SVU works closely with Victim Services, Adult Protective Services, and Safe Start l. If you are a victim or
know someone who is a victim of domestic violence, please contact the SFPD’s Special Victims Unit at 415.553.9227. In
an emergency, dial 911. Please be safe and remember that reporting domestic violence doesn’t just assist the victim but
the victim’s family as well.

SF Police Activities League Is an organization that runs programs for youth to include: the Junior Giants, Seahawks
football and cheer, police cadet training, basketball teams, boxing training, soccer teams, etc. Chances are that if you
grew up in San Francisco at some point you played a sport for a PAL team. Right now they are going through serious
